I would just recommend that if you get a motodop to do it: (1) use a motodop you're going to see again (i.e. someone who your guesthouse reommends or who lives outside your guesthouse), and (2) the SIM card comes with calling credit, so don't buy extra top up credit from the store in the presence of said motodop. Wait until another time and buy a top up card from one of the ubiquitous other places that sell it.
I don't know if the scam that befell me was a one off thing. It's certainly the only time to my knowledge that I've been outsmarted by a Khmer.
Again, the Hello GSM office at Sorya market issued me a SIM card based solely on me giving them my passport and my guesthouse address. I don't know if that's also a one off thing, maybe the guy screwed up and was supposed to ask for a letter of employment. I don't know. It seemed like a pretty routine thing, though.
I did try to buy the SIM card from a number of little phone shops first and none of them would do it. They all seemed to pretty strictly adhere to the "no foreigners" rule. It really seems to be the only law in Cambodia that anyone follows on a regular basis. I don't know the rationale for the law.

My wife used to work for Mobitel and she told me something about being worried about kidnapping. I am not really sure about the rationale either though. Its strange that they need a;; our details for a prepaid, yes. But then again, whenever Ive tried for a prepaid her ein Oz, they ask for full details including drivers license or passport. You can do it over the net or phone though, and use fake details.. so there is no need for visual ID.
Someone once told me the reason for the ID in Cambodia is because people use the phones for scams and crimes, so it is important to know who they are registered. This doesnt seem to make any sense to me though, because there are obvious contradictions.

Just register the damn thing! If you have nothing to hide, then nothing to worry about!
There are a couple of phone shops opposite the mobitel office. Take a copy of your passport and a letter from your employer (or a moto who will say he's your employer), and all will be sorted within minutes. Don't bother with 016, 012 is the way to go.

If you have nothing to hide you should use postcards instead of sealed letters, publish you home and address on the side of your vehicle and implant a veri-chip inside your muscles so that te estate can always be aware of your location on the planet by GSM satellite. The government and big busines only want to protect you from harm. They don't want to contriol you. Relax and accept every rule with no resistence. And do it with a smile.
