What voltage is used in Cambodia? Also, I see round-holed outlets, rectangular ones...how can one be sure that a given electrical appliance brought from barangland will work in Cambodia?

The mains voltage in Cambodia is 230v (so, close the UK's 240) If your device (like a laptop) has a box (converter) on the power cable it will probably be rated for an input of 110v to 240v so it should work anywhere. It might also be true for some wall adapter on phone chargers. It should be written on the sticker on the converter. Anything else is going to require a voltage adapter.

no most kitchen gadgets and whatever run 230-240 volt
Here the voltage is 230,but in the U,S of A they have 60 hertz where as here it is 50 hertz!!!American appliances will over heat and burn out.
