The benefit is you don't get your papers refused by the HK Registrar of Marriages (e.g. proof of prior divorce), or the timing wrong. That's a fairly big benefit for just $243 IMO. But of course maybe you think $243 is far too much to ensure that a life-time marriage process goes through correctly. Prefer to spend the money on beer (50c Angkor, of course). What about the current rules saying a foreigner needs a visa 6 months or longer in order to marry a local? Now with the new rules visa 6 months or longer now require a letter from a Khmer employer. This visa is kinda impossible for someone who isn’t working in the KOW.

If you can't manage to get a 6mth EB EOS without a WP, then just get a 6 mth EG EOS.

Because the reason they bought in that law was to stop their poor little Khmer women being exploited and used as cheap labor or abused. I doubt the ministry would ok a Freedom To Marry for this reason.
I would be more than happy to be proved wrong though as I am looking at doing this in Singapore, where they have just in the last two months brought in the Freedom To Marry law for both parties.

Well yeah, maybe it is impossible if man is over 50. I'm planning to do this next year. Or actually we should be go and get the document later this year already. I can update how it goes. I'm not as patient as PSD-Kiwi. gov.hk website provides the theory, my practical experience is described at http://walkjivefly.com/2017/02/getting- ... hong-kong/. The information is still correct. One couple I know followed the instructions and got married in HK in April 2017, one couple are getting married in HK in about 3 weeks. Neither required a certificate of non-impediment for the Khmer bride.
If you doubt your ability to, or have difficulty following simple instructions then yes, you can pay a HK law firm to check your papers and submit the application for you.

When I went by lucky moto a few weeks ago, it appeared that the there was as an e-visa for 3 months, but alas, single entry only.
