Proving a durable relationship is almost impossible to do in Cambodia , they won't accept a lease agreement in both names for instance. You need to prove (forget pictures, you'll need official documents , and Khmer docs aren't taken at face value) one year legal cohabitation or marriage recognised in the EU , or 2 years of relationship, or as Kachang mentioned, have a child with a eu passport.
So while that directive seems valid in theory, the practical hurdles are still pretty steep.
It has also been my experience that the French embassy doesn't need to refer to any embassy to grant a visitor's visa.

I remember several years ago a friend of mine using a similar method with his then-girlfriend. She was a national of a country in continental Europe but which wasn't a member of the EU. They entered Germany where they took residence and employment, got married and waited until she could obtain a full EU passport.No, it has absolutely nothing to do with housing!
for dutch people who use the "belgium route", in other words dutch people who want to go and live in the Netherlands with their foreign spouse, who know that they will not get a visa due to strict requerements by the dutch government, and who subsequently use the less strict EU rules to get their spouse to Belgium, live there for a few years, get Belgian citizenship for their spouse, and then move to the Netherlands.
At that point, her movement throughout the EU was unrestricted so they packed everything into their car and drove to England - his home country and the target all along.

What about long time visa?
I want to take my girlfriend to my country in Eastern Europe. In my country they give long time visas for foreigners for 1 year (my country embassy say I just have to explain and prove why she want to come to live to my country). Do French embassy in Cambodia contact my country embassy about the question of long time visa or is it decided only by French embassy in Cambodia?
How to write an invitation letter? Just take a piece of paper and write who I am and why I want my girlfriend come with me?
