To obtain a report, foreigners should go to the Criminal Office at the Ministry of Justice to request a Police Certificate. There are two different fees:
    •   250,000 Riels (approximately USD62.5) for regular service which takes around 20 days, or
    •   500,000 Riels (approximately USD125.00) for expedited service which takes around 12 days.

Applicants should have the following documents:
    •   A completed application form. This form can be obtained at the Criminal Office;
    •   One photograph (size 4cm x 6cm);
    •   A bio-information form;
    •   A copy of the biographical page of the passport;
    •   Copies of the first and last Cambodian visas showing dates of arrival.
    •   A Residence Certification Letter * from the commune (sangkat) office where the applicant resides and/or resided whilst in Cambodia.

Applicants can authorise someone to apply for the Police Certificate for him/her. The applicant should complete an authorization form (the sample of the form is available at Criminal Office at Ministry of Justice), who can submit the completed forms at the Criminal Office. However, if the applicant is in Cambodia, they will be required to submit the form for themselves.

Residence Certification Letter*
A Residence Certification Letter is required when applying for a Police Certificate. To obtain this document, foreigners should go to the local commune (sangkat) office where the applicant resides/ resided in Cambodia to request the letter. There is a no-standard administrative fee for the provision of this letter.

Applicants should bring the following documents:
    •   If he/she is Cambodian: ID card, family book/ residence book, and house rental agreement (if he/ she did not own a house).
    •   If he/she is a foreigner: Passport, house rental agreement, job letter and other related documents to support the claim of residence.

Note:

The information in the residence certificate letter includes:
   1.   name of resident
   2.   house address
   3.   how long/length of stay that the resident stayed/ has stayed at that address.

The applicant may authorize someone living in Cambodia to apply for this letter for them. The applicant will need to provide an authorization letter for that person. However acceptance of this letter will be dependent on the commune (sangkat) office. There is no national standard for this type of work.
Are these prices for foreigners? My wife got one about 6 months ago, same process and documents as above, but far cheaper - roughly $20.

I wanted to slide her some cash she was so professional, helpful and nice. A real rarity. In fact....the only official I have ever come across in Cambodia who was like this. In the end I never did because I genuinely got the feeling she might have been offended. I should have bought her some flowers or something.

I am going from memory here ;

The formal sangkat house lease was EXPENSIVE - about $100 from memory. I paid that not the landlord as the only reason we were doing it was so I could get the SC. Very few landlords register a lease with the sangkat due to the cost.
The Residency letter was CHEAP - about $20.
The police clearance ( standard - 3 weeks turnaround ) was $65 ish or $80++ for express.

This is to send to the Solomon Islands immigration right?
A slightly different case but not massively so - I have taken my Lao girlfriend (later wife) to several Pacific island countries for work - Vanuatu, Samoa, Tonga. Vanuatu immigration needed a police clearance for my wife, which was very hard to get as it had to come from her birth province, and she had to be registered there also (whish she wasn't) - which opened up a whole new can of administrative worms. It quickly became apparent that a real Lao police clearance certificate would be a 6 month project in its own right.

So what we did was get a paper signed from the local village head (Nai ban in Lao, not sure what the Khmer equivalent is called) saying she had not been in trouble that they knew of. It took 30 mins and cost $3. The Vanuatu immigration accepted it.

Something like this might be easier for you bearing in mind the Solomons do not have a huge illegal alien problem, and most of the immigration staff are probably not the most vigilant.

This is helpful info.

My girlfriend needs a police clearance for a fiance visa to the USA.

She has lived in about five different apartments or cheap boarding rooms in difference places in Phnom Penh in the last five years and really doesn't know the exact dates or remember the addresses and says she doesn't think the landlords registered with the Sangkat at some. One the visa application we only listed two of the addresses.

Does she need all the addresses and proof of living there and being registered to get the clearance? Will the clearance itself we provide to the embassy list all the addresses? That could be a problem if she did not list them all on the application.

Your girlfriend just needs to provide her Family Book or Carnet de Residence from the Sangkat she is registered in, which will most likely be the Sangkat where she was born.
