Just pile some builder's rubble in and stick a leafy branch in the middle to warn other road-users. The local authorities will be around soon to fix it.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
Concrete won't do, the hole is too shallow and concrete being not flexible will crack under the first truck at a few cm of depth.
About the tree, I might as well pick an apple sapling so that I can at least get some fruit until the govt. Decides to fix it.

You are looking for what they call "cold mix asphalt" or sometimes simply premix asphalt.
The only place I know you can get it regionally is from Zola in Thailand. http://www.zolaasphalt.co.th/zola-premix/
Although it is apparently available here (Tipco is also a Thai company):

You might try calling them and asking them how you can get a small amount. They claim to have a stock point and workshop 16km outside Phnom Penh. They may not want to deal with you for 1 bag, but they might be able to give you the name of someone who will sell it to you.

If it doesn't cost too much leveling a truckload of hot asphalt in front of my house could be a great P̶u̶n̶i̶s̶h̶m̶e̶n̶t̶ [redacted] "team building exercise" for those employees that have been late a bit too many times in the last months.
