I asked for a ballpark idea of what a wedding will cost, fiancés father said around 20-22k but he had to price everything out because he's not sure. Nobody is demanding anything and it hasn't even been discussed at this point. I just want to be informed for when we do actually start planning and he gives me a price point. Because I have no idea what a Khmer wedding will cost for around 250 people, that was my question. I wanted to know a number where I should be concerned and put my foot down, or walk away, the more information I have, the more informed my decision is.

US$22,000, 250 guests = US$88.00/head
I doubt if any Khmer would consume $88.00 worth of food and drink at a wedding... doesn't add up.
Yes, I know there are other costs, but dumb it down to $50/head still expensive. Perhaps it's a lobster and caviar wedding.

I would say that Cambodians may not know much but they do know the cost of a wedding. For the guy to come up with such an inflated figure does seem suspicious. Over time, however sweet your girl is, if her family push her to milk you - bad problems will ensue. If you really like her, stall on the marriage and pay her a monthly stipend to keep her loyal. There are no real advantages to getting married. As Lone Star says the ceremony will not take account of your wishes and needs. And there are few practical benefits to being married. 200-250 guests is actually a fairly small ceremony, and just 1.5 days is good. Your assessment of 10-15k is reasonable and chances are it'll recouped by the envelopes. If the rest is used to make the in-laws happy by giving them face, consider it as a long term investment that'll repay itself over time.

My countryside 'happiest' day of my life cost around $12k, from memory, for around 500 (1.5 days). Works out at $24 a head, from memory about $75 per table for food + the beer, band and all the other shenanigans. $7.50 per head for the main meal (without drinks) must be about right, it's only a fish, chicken, soup and rice plus a few snacks, could probably buy it all at the market separately for under $50. The beer is something like buy 100 boxes, get 10 free or something.

Our neighbours had a wedding in our borey last year with only traditional instruments & no banks of speakers; even the monks did their bit old school style without a microphone - it was really quite serene in comparison to the standard fare.
