I'm thinking about buying an old tuk tuk for an unemployed friend to support his family in Sihanoukville.
Anyone know if a license or some kind of permission is required to become a tuk tuk driver in Sihanoukville?
Do they pay taxes?

Technically you need an A2 license
I doubt any tuktuk driver has one.
I drive my tuktuk around SHV a lot and never got stopped. I believe I was the only licensed tuktuk driver in the town.

According to the law you should have a driver's licence, Moto tax paid, register a company with MOQ and ministry of transportation.
In reality unless you plan to operate a large fleet of remorques/tuck tucks you need none of the above with the exception of the Moto tax/legal plate.
No tax to be paid as a tuck tuck but maybe there are some unofficial fees from the local mafias/coppers for waiting clients at the best spots.

I reckon you are 10 years too late in buying a regular tuktuk for business.
They will go the way if cyclos, app based transport in particular the LPG tuktuk is putting the squeeze on them big time and is starting to put some out of business.
Saying that, because of this, you probably could now buy an old style tuktuk for a decent price.

Yes your friend can just show up at passapp office and if he has a Moto license he can get a tuck tuck to drive. they will pay the gas, find clients for him. They get a good cut of the profits but afaik it's not too bad.
