Is the National Museum open on christmas day? Someone I know wants to go.

It will be open. It is pretty much open every day all year round, and Christmas Day isn't even a public holiday here.

You're welcome. If you are visiting the National Museum I recommend walking around the grounds. You can actually do this anytime as the ticket is only for the main building and exhibits. There are quite a few interesting things to see. There are bells on the steps nearest the entrance. These were the bells of Phnom Penh Cathedral that were recovered from Boeng Kak lake after its destruction during the Democratic Kampuchea era.
There are bronze elephants that poke out from the bushes in various places around the front and north side of the museum. There is also a large bronze bell-shaped remnant on the north side. They were parts of the Monument aux Mortes that was blown up by the usual suspects in the 1970s.
At the back of the museum there is a fence which separates the place from the Royal University of Fine Arts facility. There is a maquette there for the Vietnam-Cambodia Friendship Monuments that you can find in every provincial center.
As you move around to the southern part, where there is still a statue-carving and molding workshop, you will notice a proliferation of gigantic Shiva lingams.
Many are just hidden in the bushes, some are out in front of the museum with the cannons aiming at the soon to be refurbished park.
