Go to any tailor, find one that speaks reasonable English and ask them where they learned. There is a studio on Monivong near Charles deGaulle blvd called Image where one of the girls speaks English and the owner/manager speaks English. There are also other tailor shops on Monivong and one very active one on Sihanouk blvd not far from Monivong. There are schools all over the world that teach this.
