Back when I used to imbibe on a regular basis 5 years or so ago, there was a pretty open and relaxed attitude toward the tu sheng peng. In one of those Cambodian ironies, it seems like as the west is turning more liberal towards puffing da erb, there is more tightening of regulations here.
Smoking and ingesting cannabis?

I live in Japan and I used to live in China as well. Due to both countries being anal as hell, there is no way I would ever chance smoking cannabis here or in China, but would it be a big deal in Cambodia as well?
Depends on where & how discreet you are, nobody really cares unless there's money involved.
Most people just want get on with business & not have to deal with some lunatic barang or the police.

Weed was available for free at many of the bars and guesthouses when I arrived here in the mid to late 1990s. Both at the bar and on the tables - there were small boxes containing it along with rolling papers. Large blocks (10-20 kilos) of it were openly sold at Russian market.

Do people often rat out people for smoking?
Here in Japan or in China, people rat each other out for everything. It is ridiculous how most people can't seem to mind their own business or relax about anything.
There are a number of things I love about Japanese culture and living here, but as far as smoking cannabis goes, these two countries definitely don't see it in a good light.
It would be great to live in a country that isn't so uptight about cannabis for once in my life.
