They all have pros & cons;
1. Wing - 10 years old, rock solid - huge range of services & partners, was set up by ANZ, so process/procedures are entirely top drawer. Local Oknha owner.
2. TrueMoney - 2-3 years old, only excels at domestic agent money transfer, dumb copy of Wing. Subsidiary of Ascend Money, sister of True Thailand, etc. Alibaba invested in Ascend, big plans.
3. SmartLuy - Smart-Axiata mobile money service, decent array of services; money transfer, bill payment, mobile top up. Backed by the coolest company in town, free Mega concert entry, back stage passes. Completely impartial, but they'll be #1 within two years.
4. LyHour - #1 money exchange company in the country, these guys basically dictate the USD<>KHR exchange rate for the country. Local Oknha owner.
5. eMoney - 3-4 years old, I don't have much experience on this one sorry - only that they're entirely dodgy; customers don't require KYC to create an account (money laundering paradise), customer service as bad as parent Metfone. Parent Metfone seems to be a bit of a dead dog lately. Doesn't surf.
If your use case at the moment is simply sending money to Pedro's snail farm, I suspect his preference receiving side would be Wing or TrueMoney at this stage - they have the largest distribution of all the above - transferring through Wing effectively guarantees money gets from A to B, no questions asked, and no imperial entanglements.

Agree - super for expat to expat transfers (but use case?), I suspect less likely for locals at this stage of banked population & wariness of banks/machines.
