Hello,
Can you show me a google map link to find the driving license office in Phnom Phen, I would like to go directly after landing at airport, so I am also looking for an hotel near the office. Can you help ?
If you could also confirm what documents I will need and how long it will take to get the license, thank you more !
By the way, I want to extend an ordinary visa that I will get at airport for 1 year, should I do it before trying to get the driving license, or it is not important ? (another by the way where do I have to go to extend the visa ?)

Unless recently changed (again), for a drivers license based on a foreign one, you need to have a 1 yr EB visa, which also implies a WP.
The drivers licenses office is on Street 598, from the Camko roundabout all the way to the north near to road #5. Roughly 1 km before #5 on the left side.
Your nearest hotel would be on #5, or the one very near to the Camko roundabout.

Firstly, in order to obtain a 12 nth EB (Business) extension of stay, you will require an employment letter. If you don't have employment yet, then you should apply for the 6 mth EG (General) EOS, or if you are eligible, the 12 mth ER (Retirement) EOS.

Due to the change in laws issued by the General Department Of Public Works and Transport, CNM Motors will no longer be offering the Cambodian driving license service.
Below is a detailed description of how to apply for a new license by converting your international licenses or a simple renewal for all CNM Motors clients and followers.
New applicants should take around one hour from start-to-finish, and cost $11.50.
Renewals should take roughly 40 minutes, and cost $10.25 only.
ALL new or old applicants must attend in person with required documents, and complete a simple medical examination.

Its is CLOSED on weekends, and CLOSED 11:30am till 2:00pm for lunch break.
Documents required: original passport + one copy, current valid visa + one copy, your original valid driving license from your home-country, 2 passport photos with white background, residence certificate specifically for driving licenses (which is provided from local Sangkat office – applicants should approach landlord for assistance with this).
For renewals; residence certificate is not required, however you will have to submit your expired Cambodian license.
Unfortunately this department is no longer issuing Chinese expatriates Cambodian licenses without completing a driving test.
If your license from your home-country does not contain English language at all, you must receive a translation from your embassy to submit along with your application.
If you do not have an embassy in Cambodia, you must sit the test.
All licenses for expats are valid for one year only.
1. Once you arrive, enter using the last entrance (2nd on your right). To the left of the testing station is a group of buildings. Enter through the red door. This is the waiting area for people completing driving tests.
2. Follow the arrow on the right side. Enter the room on the left side (if you come in through the main entrance on the other side, its opposite). This is the medical checkup room. Office staff will ask your height and weight, and give you a simple eye test. They will complete some forms for you. You need to give them 1 passport photo and 10,000 riel only.
3. Leave the way you entered. Walk straight ahead, past the Wing shop, and look for the Driving License Office on the left hand side. Go to the last window on the right, and give your form from the medical test, your old license (if renewing), 2 remaining passport photos, and your passport along with the copies.
4. They will request that you go inside, where your paperwork is checked and approved by 4 different people, and then given to a data entry member of staff, who will prepare your application whilst you sit outside and wait.
5. You will be called to get your paperwork, sign your name on the docs, then take it to the Wing kiosk outside and transfer the remaining 30,000 riel. Wing fee is 1,000 riel.
6. Return the form to the members of staff inside the glass room office. They will recheck it, then you wait while they print your new license. You need to sign a book confirming you have collected it.
The new licenses are paper cards in a plastic sheath. These cards have U.V watermarks, and are extremely waterproof.

I'm not sure you need one anymore. On my arrival in PP in February I bought a three month business visa because I was told a few months ago that that visa was a prerequisite to a one-year licence. When I applied for the licence I was told it would take a week so I abandoned the plan. I drove 3000 km around the country over a couple months, got stopped a bunch of times, paid a few bribes, but was never asked to show a licence. I spent a lot of time in and around Sihanoukville which as you probably know has no shortage of cops.

A moto at a guess. Also you can’t get a three month visa “at the airport”, unless you return after getting a ordinary visa and go to immigration which is outside.

You easily can get off problems with the cops ('bribes'), but when you do have a serious accident, you would be very happy with the local insurance person, arranging all bad stuff for you. Especially, when people got seriously injured or even killed.

I am looking at the visa and I'll correct that - I was told to get a three-month, but our contact at the airport suggested a $35 visa which could be renewed in PP. I got that one, and later renewed it.
I brought an International Driver's licence which specifically states it is good in Cambodia. Perhaps unfortunately, I never got the opportunity to show it to anyone to test its validity. IIRC the first one I used in Cambodia in 2004 was not acceptable, but it was very easy to get a Cambodian DL then.
I should add that I scoured this website and others for the fool-proof way to obtain a licence, but I could not, mainly due to all the reported changes.
We have a 2005 RX330. It's the same as all the others you see.
I have a "VIP" (airport) card on the dash. My Cambodian friends insist such cards intimidate the police, but I'm not sure; I still made payments for ignoring an imaginary no left turn sign, going through a green light, and driving with the lights on in heavy dust.

The conversion to a local drivers license will need the 1yr EB visa and needs to be renewed every year, so things have been made difficult for non-permanent stay.

And "VIP" card are like really useless nowadays because everyone got one, it simply shows who's backing you.
