What are visa options for a three to four month stay?
Last time I was in Phnom Penh, a thirty day visa was available at the airport. I extended it for three months through a travel agency. I heard that the visa situation has changed. Will I no longer be able to extend my thirty days this way? What are the options?

Just make sure you get the ordinary (business) visa for $35, and not the tourist for $30, which you can't extend.

you can extend the tourist visa for an additional 30 days for around $45.
than do a border run to Thailand ( if western, you get a free 30 day visa exempt entry stamp) come back

I think EG visas are available for 3 or 6 months. Just need to leave and come back if you wanted another though as it's not renewable.

Your options are:
1) Tourist visa (T) 30$ from border 1mth + 1mth extension and then border run to do same again.
2) Ordinary visa (E) 35$ from border 1mth + EG extension 6mth. EG = looking for work, can use one time only.

If you're only planning on staying 3 - 4 mths and don't require multi-entry, then you could just get a 3 mth EG EOS.

New to this - @ 59 y/o and on U.S. Social Security is a long-term (6 month) visa option available for me?

At least 1 week prior to expiry, take your passport to a visa agent and apply for a 6 or 12 month ER (retirement) Extension of Stay. No supporting documentation is required as you are 55+.
