A friend of mine who has lived here since the mid 90s had both his lenses replaced here a few years ago. I'll ask him later where, apparently it's a common enough procedure here.

Cataract surgery is the most performed surgery world wide.
If you want modern PHACO cataract surgery you have a number of choices in Phnom Penh.
My recommendations would be as follows:
Metro Medical Centre, 93 Norodom and corner Street 240, this is a brand new facility with the very latest in ophthalmic surgical equipment. I was able to inspect this facility in February prior to its operational opening right about now. I suggest you go and see them.
My second recommendation would be the less conveniently located Khmer Sight Institute, over the Japanese/Chinese bridge and in the large new estate on the left. This is a brand new US$10 million plus, purpose built facility and this too should be opening for business about now. I also inspected this facility in February 2018 but it was only just starting the fit-out stage then.
Then, of course, you can go as a private patient of Ophthalmologist Dr Do Seyha, coordinator of the Cambodian National Programme for Eye Health (NPEH) and contactable through /at the eye hospital within the Ang Duong Hospital.
