A family member came over earlier in the year and started working at a school a few weeks after. Since he's worked there, the school has refused to give him paperwork to obtain a work permit (even though it was well before the 2018 deadline).
He was able to get a short visa extension and now requires paperwork for a six month visa extension as his visa is expiring soon. The school refuses to give him the simple letter required for the extension. This may force my family member into a position where he has to make a border run.
He's tried looking for another school but most schools are only hiring for the new school year (August/September). His visa needs to be extended before then.
There is no way for foreigners to obtain the necessary documents to live and work here legally without paperwork from an employer.
Do we have grounds to report this school to the department of Labour? If not, what are our options?

And after that what do you expect will happen? They will raid the school, 'save the teachers' and grant them all a free life-long work permit because they have been abused?
Or do you expect a different outcome?

Honestly, I'm just hoping that the school would be put under pressure to grant my family member the necessary documents to get the visa. We'll sort the permit out with the new school. The reason schools pull shit like this is because of the apathy of previous teachers who just let them get away with it. It's this or my family member has to do a very unnecessary border run just because the school refuses to grant him a letter that my school whipped up in ten minutes.

If he doesn't like the school's benefits package or lack thereof, he should quit. Not complicated.

The reason schools pull shit like is not because of apathy of previous teachers, but because they can. School directors are well connected people in general, and they don't give a flying f*ck about registering with the ministry because it will cost them. If they pay them half that amount, then there is no registration and no inspection. And no work permit. Tell him to apply for either a 1,3 or 6 month EG (General) Extension of stay, this extension is designed for those seeking employment or business opportunities, and requires no supporting documentation. Leave the school he's currently working at and find a decent one, negotiate the terms and conditions before accepting any position.
