A friend of mine has been running an alcohol/drug rehab in Thailand (with his Thai wife) for 2 years now and has asked me for my limited (= zero) expertise in operating such a business in Cambodia.
A simple Google search yields only referrals to Thai websites and aged articles about proposed addiction treatment centers.
Is there a legal/cultural reason why the Kingdom isn't cashing in on this form of tourism? Are commonly accepted forms of treatment confined to the pagoda?

You're normally quite a chortle-worthy chap and it makes not much difference to me how somebody makes their money.
The rehab industry is massive. Hey, I heard you were a junko partner yourself but you can't be selling people into it unless
a) They can afford it.
b) The people looking after them know what they are doing.
Otherwise, it isn't right
If you would like to invest in the rehab industry then those people you know in Thailand can do that for you. The returns are extraordinary, better than old people's homes.
It isn't right.

If this can help, 8 or 10 years ago upon instruction and payment from his mother we sent a young westerner with some serious addiction issues to a PP clinic that was set to handle the first stage of weaning. The clinic was ideally name Kamikaser.

By weaning do you mean a detox (7-9 day stay) or a residential rehab service? No there aren't as far as I am aware I think some women was setting
up/trying to set up some ayahuasca based facility in Siem Reap. I think the only issue would be getting the correct medical licences to operate. Maybe it would be something similar to an inpatient hospital licence.
As Lol Nol says once the set-up costs are done it is a licence to print money charging your customers $3000-$6000 per week (if its in a nice setting) especially with lower overheads here. Somewhere near Siem Reap would be an easy sell for "spirituality" and the temples.
