There certainly is some massive variation in prices between stores. I popped into Lucky at Savana this afternoon for the first time in about a year as I had a quick call to make nearby. They have HP sauce at $6.20. I'm sure it's under $3.00 in Thai Hout.
Savana seams to be struggling, the whole place is quiet, Svensons has closed and there seem to be a few empty units, and that's just downstairs.

I only ever go to Sovanna to get meat/ yogurt from Lucky's. I haven't been upstairs since I was last at the (nice enough) cinema there. That was a good few months ago but it was desolate up there with only a few units open, I can't imagine it's gotten any better since. The building isn't in bad shape, people just seem very fickle and abandon one mall as soon as the next better one is built.

Yes, Sovanna had quite a vibrant feel to it when it first opened, and living on that side of town with young kids it was very welcome. I have happy memories of chasing my three-year-olds around the aisles in Lucky while they tried to destroy the place. And happy memories of eating Swensen's sticky chocky fancies together. That branch of Swensens always employed the prettiest girls.

Angkor Market in TTP has a good selection of beer and bread, and the staff has always been decent, they are very much used to whiteys. I think Bayon has been ok, but not crazy about the staff, bit on the cold side. Super Duper has less of a selection, and prices are high, but service is flawless. Lucky Sovanna is a true classic, but true, not very busy, but that is actually nice, staff is courteous and they have a fairly good selection of meats, at decent prices. btw. the Swansons there seem busy still. Aeon 1 is crowded and expensive mostly, but they have the Kayser bakery which is good. Haven't been to Thai Hout for quite a while, I guess it's convenient if you live in Toul Kok, where the larger main branch is located.
Just did a quick whiz around Marks and Spencer in Manilla, also some supermarket in the same Makati mall. The supermarket easily beats anything in Phnom Penh (including my favourite Aeon). The M&S is ok, but not as good as the Bangkok one. Sad to say, but Phnom Penh still has a lot of catching up to do in any area you can think of.

1 & 1 on 271 is pretty good, decent selection of wines and spirits, but supply is pretty random as usual
