Where to find roofing insulation, what are the best options

there are those movable in room evaporative coolers to consider too dont know how much electric they suck

A metal roof isn't easy to insulate. You can get roofing panels with built in insulation, basically those pressed sheets with a layer of some type of foam underneath. You could build a ceiling and put some insulation in the space, but with a sloped roof it's not straightforward. You also run the risk of creating a cavity where vermin can thrive. Painting the roof with reflective material will work okay for cloudy days, but not when the sun is shining directly.
One possibility, which will likely be met with horror by your relations, is to have 10 mm rebar posts protruding a meter or two above your roof. Then string that green garden netting up above.
All of my suggestions are extreme fire hazards so proceed as you will.

this stuff "Agfabric Sunblock Shade Cloth Cover" thicker than the 50% stuff shown as you are not protecting plants that need to have some light
black garden shade plastic works ok to cover all sun exposed roof and walls too. dont forget the sun exposed walls.

Mao Tse Tung probably has shops that sell insulation. It's been a few years since I looked, but I remember they all had 20 liter paint tubs and assorted building materials in front. I think in and around Orussey market also had, but at a much higher price. Again, it's been awhile.
Painting the roof white definitely lowers temps during the day. Cloudy or not. I had this done last year and noticed a dramatic decrease in temp during this past horribly hot season. Cheapest, quickest fix. Paint the roof white first, and big difference. Isnt the problem with insulating in hot weather countries , that once the heat works its way into an insulated building during the hot day, the heat stays in, and heat rises.

Swamp coolers (evaporative) work really well in very dry climates just because of how they work. Great in Nevada etc but a waste of time in SE Asia.
