I have a "friend' with a problem. He has a irratating mild case of the itchies in his nether region that continues to plague him no matter how he tries to combat it. He believes a simple ointment of something will eliminate this devilish fiend but doesn't want to do a self-diagnosis(bad previous experiece, morphine for a hangnail). He likes to be cost effective, so he doesn't want to pay $70 for 3 minute appointment for a docter to tell him to use a mildler soap.
Is their an equivalant to the free sex clinics that are common in Western countries or a low cost medical clinic that can hangle mild skin afflictions in Phnom Penh.
"My friend" thanks in advance and eagerly waits any information that can be provided.

Seriously Charlie - Do you think your friend thinks he might have an STD for no reason? Reason equals reason to go to a proper doctor.
My experience with bad doctors in Cambodia is that the number of prescriptions they give makes going to a western doctor financially feasible.
Use the other head to think about keeping the most important head healthy

Blood lab tests run $15 to $20 in PNH. They'll test for STDs, Hep A, B, and C, and AIDS in one go. I got the full battery of tests before I got married and did a followup later at Bumrungrad, where I go for my anual physical. The lab I used was on Pasteur (st. 51), about a block south of Wokabow and on the same side of the street. Other than that, a small bottle of petrol costs 4000 riel +500r deposit and will probably sting a bit, but it'll send those crabs packing for a more hospitible host.

It is best to get tested, since a few of the STD's can lie dormant in the system if not treated (or not treated fully) and cause serious problems in the future. In addition any STD or other infection will tax the immune system, making it less strong to defend against additional infections.
A significant number of all STD's are contracted during immune suppressed states. It is also important to drink a lot of water which will help flush the "organs" and could potentially halt an infection from taking hold.
The better care you take of your general health the more effective your body will be at warding off pathogens.

For goodness sake, just get this sorted.
Everyday day you will worry about it, so just go to a proper doctor and get it checked out.
In all probability, you will have either nothing at all or something that can be taken care of via a swift course of medication.
I recommend Dr Gavin Scott.
