Simple: Arabs cannot be dealt with in a piecemeal fashion. Either flatter them, or show them who's boss.

Any hesitation, and you're toast, IMHO. There is little negotiation with them. They either like or respect you, or you've got real problems with them.

And minor, trash-talking tyrants need to be showed who's boss once in a while. Reminds them of reality, keeps them in place.
