Aliens must now carry valid ID at all times, report within 24 hours.
HUA HIN: -- [thaivisa.com] Hua Hin Immigration is from today enforcing the existing rule that foreigners are required to carry a valid photo ID at all times.
At a meeting with Hua Hin Immigration and municipality, Thaivisa.com was informed of the news about the immediate enforcement regarding the requirements for foreigners - both tourists and expats - to carry valid photo ID at all times. Thaivisa has learned that Immigration is likely to enforce this nationwide.
Valid ID's are:
- Thai Drivers Licence
- Passport original
- Copy of passport verified and stamped by Hua Hin Immigration
Failure to carry valid ID as above is 2,000 Baht.
Hua Hin Immigration is from today also enforcing the requirements that you and your landlord (condominium owner, house owner etc) must report to Immigration within 24 hours of moving in to a new address. On your arrival card you already reported your place of stay, and if that changes you need to visit Immigration and report your new address. This applies to both tourists and expats.

Here is the TM28 form that must be used from now in Hua Hin, and nationwide if/when enforced:

There is also another reporting obligation, and this applies when a foreigner visits another province and stays for more than 48 hours. In that case the reporting of the new address must be provided to the police, or the immigration, within 48 hours.

The cops will just need to go to the beach and approach farangs as they leave the water. Presuming they don't take their ID into the sea with them, it could be a nice little earner at 2,000 baht a pop.

No change, the requirement to carry id has always been on the books, this is just another attention grabbing panic story chosen by a popular Thai expat forum.
For me, better to keep my passport safe, rather than risk carrying it around in my pocket. The problems caused by a missing passport will be a hell of a lot worse than the vague risk of a 2,000 THB fine.
Many years ago I was pickpocketed in Thailand, by Bangkok ladyboys . Fortunately my passport was in the hotel!

what is has done is settle the issue that many thought u HAD to carry ur passport at all times,
now we know a copy of or Thai drivers license is good.

Katu traffic control set up a check point at the Patong hill intersection and searched all vehicles coming in and out of Patong. Navy official, Chatchai Dwongmanee, worked with hospital staff to check popular entertainment spots as well as the beach area, for any suspicious activity.
The hospital staff also carried out screening of tourists’ urine, for any sign of illegal drugs. Narcotic police raided a house in Soi Kanomjeen, in Katu and arrested three men.
Police arrested Wiwat Giengteuan and Narawan Thonghom, for possession of drugs and also arrested Reangchai Nontermbion for possession of an illegal firearm and ammunition.
All guilty parties have been taken to Katu police department for further investigation.

In order to seek fruther clarification about this, Thaivisa.com has today met with Pol.Col. Thanasak Vongluekiat, Superintendent of Prachuap Khirikhan and Phetchaburi Immigration.
Pol.Col. Thanasak confirmed the following:
1. By law, all tourists and expats nationwide are required to carry their original passports with them at all times. There is no exception to this. Failure to carry your original passport may result in a 2,000 THB fine. The reason behind this is that Immigration needs to keep track of overstayers and foreign criminals who may be staying illegally in the country.
2. The information provided at an Immigration meeting yesterday was unclear. The correct information, which has always been the case, is that no other forms of identification are acceptable. This includes any other form of photo ID, such as a Thai/foreign driving license or a photocopy of your passport.
3. Immigration does not provide any kind of ‘stamp’ verification on a photocopy of a passport as announced at the meeting yesterday. Therefore, you are required to keep your original passport with you at all times as per point #1 above.

Deputy Commander Voravat confirmed that foreign tourists and expats do not need to carry their passports with them at all times.
He said that tourists can of course leave their passports locked in their hotel safe and enjoy their holiday in Thailand without worrying about the need to carry their original passport.
Deputy Commander Voravat also said that for expats living here, a Thai driving license or photocopy of your passport can be used as a form of identification.

It is not a new law. it has been in effect since the 1970's - when they had communist insurgency issues in Thailand.
Just has not been enforced for the last 20 years, but still 'on the books'.
Personally i think they are concerned about what will happen once ASEAN 2015 comes into effect.
I think that they are deliberately floating different scenarios & then waiting to see what the reaction is.
Whatever eventually comes out of it will undoubtedly be more difficult (which means more expensive) than what is currently in place.
After all the current rulers are the military. They are not generally renown for wanting to relax rules & regulations..
