Yes, this. Furthermore, our roads are in shambles, side-walks appear and disappear willy-nilly near major roads, and during the snowy months (Nov.-Feb.) you can just forget about it. Simply put, the poor guy would end up walking the damn thing most of the way!

Insurance rates are higher for people that live in the ghetto than those living in posh suburbs, reflecting the higher risk of theft/break-ins/hit and runs/etc and poor people in the bad part of town are more likely to park outside on the street and not have access to a garage. Credit checks are part of insurance quotes too, don't think a guy making 10-11 bucks an hour will have a much of a credit rating..

I had to turn down a minimum wage job that required chauffeuring the mentally impaired because I couldn't provide proof of insurance! No DUI, never been in an accident in my life, great driving record. The cheapest rate I found was some $215 or so a month.
