Is addiction a medical condition? Or is it a criminal one? Scrapping the ludicrous farce that is prohibition is and pumping the pointless billions that are spent on it year after year , whilst achieving absolutely nothing perennially, into education and healthcare would do far more than any judicial sentence. It would also leave our respective police forces to fight real crime and raise billions in tax revenues.

The problem with welfare states like the UK, is that it breeds petty criminals, among other things ( failed musicians/ part time painters/ musicians etc). If these people were not given free housing, tax exemptions, and their welfare money, they'd be forced to survive by working full time in a paying job, or they could go to a new mega prison, built from the savings.

I've noticed you regularly use the word "panhandle". Panhandling wasn't common in Scotland, as most people on welfare had a sideline, or lived off the money thrown at them. Admittedly, it's more common since the immigration you seem keen to cheerlead for ( uncontrolled, low quality) , despite probably never having to experience.

The first time I went to Scotland I was approached by a panhandler within seconds of getting off the train in Edinburgh.
