Who's to say I don't have private health insurance Ken? If it was only about personal safety, why isn't riding a motorbike illegal then? While we are on that tangent, perhaps all smokers and drinkers etc requiring vice-related medical intervention should pay their own way too.

I haven't been a kiwi for twenty years. Would I durance pay up if you weren't wearing a seat belt - maybe not. Here in Queensland a record number of cannabis affected drivers have been charged this weekend but there hasn't been a fatality. Maybe everyone is driving too slowly.
