You cant cause an explosion by shooting a fuel tank, just a fire ball.
To cause an explosion you need to restrict/delay the expansion of combustion if gasses to create the beaching pressure.
If you pour the propellant out of a rifle round and light it, it will just burn, flare up but not explode. Contain it within the casing of the round and this will restrict the expansion of the gasses to an explosive level,
In the case of a round, pushing the bullet forward, initially into the CoR and ultimately to the target
A flame thrower will have the fuel tank worn as a back pack, so we have cas' number one. If he friends are stood around him, they can be engulfed in the fire ball, light cotton clothing ? Yes, multiple casualties as possible, as long as relatively close.

Whenever the word sniper pops up, I always think of the NVA sniper/interrogator, Apache. She was evil and would torture her captives terribly. Eventually tracked down and pinged by the celebrated US sniper Carlos Hathcock; she went off the trail to take a pee and he nailed her at 700 yards. He sent in an extra round, as he hated her so much. Her death resulted in a $30,000 bounty put on his head by the NVA.

There was nothing exceptional about his nailing the Apache, but his hit on the NVA sniper 'Cobra' who was sent to eliminate Hathcock seemed a bit far fetched, I would agree. He claimed to have put a round straight through the Cobra's scope, saying '... it didn't even touch the sides'.

Because of the delicate internal optics, snipers scopes were often carried in a separate, rolled leather pouch.
This is also done as the conventional iron sights were preferred for closer range work. Older optic technology did not give a very wide field of view and so could be quite difficult to target at a close range.
