Strangely, they still had enough money to purchase and import nuclear technology and develop missiles while hundreds of thousands of their citizens starved and the petty tyrant dictators regularly imported tens of thousands of cases of premium scotch. I won't defend Kim Jong-il's lavish lifestyle. US sanctions are not the only reason for mass famine but they are certainly a significant factor. The collapse of the Soviet Union was catastrophic for the DPRK because the Soviet Union had largely subsidized the Korean economy.. Sanctions were another significant factor. Thirdly, the fact that the DPRK has to maintain such a large military made it much more difficult for the government to find money in the budget to help alleviate the famine.
The DPRK has no choice but to pursue a nuclear weapons program and it has no choice but to maintain a large military because they are at war with occupied Korea and the United States. National defense has to be the top priority.

Gaddafi abandoned his weapons program and western countries rewarded him by arming rebels in his country and imposing a no-fly zone in Libya, thus giving the rebels an upper hand. Now the country has fallen apart and the average Libyan is far worse off now than he was under Gaddafi.
