Well that's not quite an accurate statement. Instead of "held by individuals" it should read as "held by British individuals as the main share holder".
Non Brits held 53.9% of the value of the UK stock market at the end of 2016 - those could be individuals as well.

Consider the paradox here.
There are two issues to consider: if an account is 'pooled', it is not accountable, simply because the 'true' ownership cannot be traced - it is 'pooled'. Ergo, it is 'unaccountable'. The more dispersed the ownership, the harder it is to pinpoint. Consider the trick played by HE in the last election - a 20-party election is well ... pooled. See the trick?
Who are the main shareholders?
There is a paradox in the phrase: 'the
main shareholder'; It is not the people who think they have made a quick buck out of privatisation - it is, and this is fundamental, those who have SUBMITTED THEIR RIGHTS TO THE TRUST FUNDS AND OTHER TRICKSTERS. IT IS A FRAUD. Can you prove otherwise?
Can we trace exactly whom these beings are? You can try, but I'm afraid they are hidden away in the vaults.
Thus, there are those who think they are 'shareholders' with full voting rights; there are also those who make a quick buck; then there are those who secure (what they 'think' to be true ownership of a company, a country, a dictatorship...)
