Paypal in Cambodia

Ah, right, but where is your account located, is it in the US?

I am not sure anymore. It was in the US for a while, but in Venezuela and St. Martin too. I am not great at keeping such things current.
In regards to that point, I have Paypal with a debit card, and I've used it all over SEasia. It's based out of the States 100%. That includes making withdraws from atms and logging in from Thailand, Malaysia, Indonesia, here....
However, I DID have a few problems with it getting blocked, but I followed the online instructions or had to call in to get it working again. Just like any mastercard, they just wanted to confirm I was in these countries...

This is old information, but a couple of years ago I used a Paypal deposit to reserve a hotel room in PP. The hotel never got the deposit and I ended up getting it back from Paypal. When I asked the hotel about it they told me Paypal had decided not to operate in Cambodia because they had too many problems there.
I have logged into Paypal (a US based account) from PP a few times though, most recently in April or May of this year, and that was not a problem.

I have paypal linked to my ANZ royal credit card and it has worked fine. I haven't used it to receive money though, only buy something online. ANZ was really good and rang me to check that it was me using the card. The only problem is that Paypal doesn't have an office here and I had to ring Thailand when I wanted to know something.

When I went around looking for a credit card in cambodia, they were TOTALLY different than anything they have in the states... More like a debit card at best...

ANZ offers both a secured credit card and a normal one. The interest, fees and minimum payment requirements are high compared to the US. I'm not sure what they require in terms of proof of income, but I assume it's a fairly stringent process.

That I don't know, I haven't applied for one personally, but if I had to guess I would think they have their own method of determining credit risk based on your provable income and/or assets, length of time here, etc.

Sorry for digging this up, but I just tried to send money to a Khmer PayPal account and it doesn't work. Does anyone know if any other similar service works here? Like moneybookers?
