Although I don't have anybody for you, but of course an expat could become an aircraft mechanic in Cambodia! In a country with only 2 "working" airports and one other [Sihanoukville] that receives only about 1 flight a day - not to mention the serious lack of skills in Cambodia, there is no question that would be a job an expat could do. I would only trust an expat aircraft maintanence department manager - fair enough if he is only leading local mechanics, but he would ensure the work done is up to international (Boeing and Airbus) standards. Just look at neighboring Vietnam, a country with a more highly skilled workforce and far more airports than Cambodia: yet Air Mekong employs only American pilots and features American and other expat mechanics (along with some locals I presume). Even in Thailand I have seen westerners on the tarmac, though there are enough skilled aircraft mechanics there to get the job done.

Yeah, they did a really good job on so many aircraft, check out Seconds from disaster on Natgeo for testimonies.
