Beware of Filipino scammers in Phnom Penh

This is a free speech zone where you can discuss and debate everything Cambodia related whether you're a dyed in the wool leftist, a liberal or somewhere to right of Attila the Hun. This is also where you get to read the news the local media suppresses.

Go back and see LTO post he is correct "you cant con an honest man"

All these scams even all these nigerian email scams work on the premiss that you are going to help someone do something illegal.

Hello to all my name is Mitchel living in the US and in the Philippines when vacationing , planning to switch the second with Cambodia soon. Googling around for forums saw this and thought i might contribute to the subject with some useful.Of what I am reading the Philippines is now exporting the scamming business to Cambodia but not the way you might thing. An American guy under the name of Paul Petrea, a fugitive wanted for several crimes in the Philippines and the state of Georgia USA is now living in Cambodia. He has no other income than what generates from scams using his forum livinginceburoums.com, like bogus investments from naive members of his forums,
Efforts are underway to dismantle this forum now, the authorities in the PH are aware of the situation, that behind the official purpose of this forum -helping expats that is- is hiding a band of scammers that now expanding to Cambodia.

Please, moderators do not delete these links. They might be useful for your readers, even more for the peace loving people of Cambodia.

Thank you

I am editing my post to inform you that the site I have previously posted the link, has been properly restored,in fact, there was never a malware threat, just an error or overreaction from Google when a friend of Paul Petrea tried to manipulate them. The site is perfectly healthy, no malware or virus, is written on a mac computer, not as vulnerable as windows is. The site, is a good source of information as to who your new neighbor is, I will show you later on how he tries ti bring all his scamming team from the Philippines to Cambodia.

Thanks for your hospitality

here is a few new links from the blog.

I'm walking past the Post Office, and I have my camera, so it's obvious I'm a tourist, and a guy with a Filipino accent walks beside me and says,
you going to Wat Phnom?
Me, Yes I am going to give some money to the Buddist monks to pray for me to have a rich life.
I know I cant scam a scammer, but I can fight fire with fire, or in this case, bullshit a bullshitter. His next question is.
How long have you been here?
Me. Three days.
Scammer, Where you from , I think you are American.
Me, No, I live at the North Pole.
Scammer, Ah I like North Pole people, you have a very nice city. How many people live there.
Me, I dont know, thats not my job, we have a goverment department to do that.
Scammer, What is your job?
Me, I work for the North Pole government in the finance department, and because we have lots of money from sales of gas and oil, I am here to give some to the poor people of Cambodia to start businesses and make their lives better. This guys eyes really light up.
Scammer, I have a daughter who is a nurse, she has been trying to get a job in North Pole. She is very beautiful, would you like to meet her. Maybe you can help her get a job there.
Me, No we only have doctors at the North Pole, no nurses.
Scammer, But she is a doctor but she has to downgrade to get a job as a nurse first.

A this stage he already has his crappy old phone out and is dialing her number, and I see a white Lexus slowly driving past, so I point to it and tell him, that is my driver and security come to pick me up. I have to go, as I rush away in that direction.
It's good to know I have a new friend in Cambodia that will always be looking for me.
I am just a nobody
But one day I will be a somebody really important
And you all will be wanting to shake my hand
and say
Hey you, you are my friend.

You should of ask his nurse daughter to personally come to your 'office' to conduct an audition.

You CAN cheat an honest man. The Nigerian e-mail scams are a class of scams based on human weaknesses such as greed. But there are other classes of scams which do not depend on human weakness, but instead on normal trust levels.

For example the con-artist could pose as a policeman or some other authority that you might easily fail to question. In this case, the scam depends on the fact that a person exhibits the normal level of trust. In normal life, you want to have a normal level of trust. Otherwise it would be too difficult to live your life.

It would be nice to think that honesty is protection against scams. That would give us comfort in thinking that the greedy and dishonest victims deserve what they got but we honest people are safe. However the honest are victimized as well, and there is no infallible protection against it.

The sociopath takes advantage of the fact that normal people have a hard time imagining that some people have no conscience. Sociopaths know this and take advantage of it. They realize that normal people assume everyone is like them, and assume that everyone else is honest. Sociopaths exploit this by falsely giving the appearance of being honest.

I apologize. I really do not mean to pick on you or anyone else.

I just mean that our own personal honesty does not guarantee our safety.

It would be nice if personal honesty provided complete protection against those people who conspire to harm us. It would be nice to feel that we are in control of our own safety. But sometimes we come into contact with the wrong person and it is like a car accident. There isn't much you can do about it except reduce these chances by limiting your life (increased security has a cost).

One of these people approached me near Russian Market this morning. I took heed of warnings that these people belong to criminal gangs, so I told him politely to fuck off.

Looks like the scam is still going on and may be premised on an "uncle's birthday party." But I'd say that scamming people who couch surf isn't going to make anyone rich.

The same thing happened to me at Luckys in Sorya Mall the other day. Virtually the same questions bla bla bla.
I was nursing a whopper of a hangover :pissed: at the time so I'm afraid to say my wit was nowhere near as good as yours.
