As I have to get a ordinary visa,it means going to Koh Kong or to Tinh Bien. Now if I decided on the later to Vietnam without a visa,(which is easier for me as I live in Kampot) no doubt I would be turned back.Now,if that is the case,would Cambodian Immigration allow me back in and issue me with an ordinary visa ?

If you've got the normal/ordinary/business/e-type visa, why would you leave the country to renew? Or do you have a T-Type Tourist visa?
Not sure Cambodian immigration would even stamp you out without seeing a VN visa in your passport.

I think all entries to Vietnam require a visa now.

I guess he has a tourist visa now but wants to change to an ordinary one by going to Vietnam then getting refused entry because he has no Vietnam Visa and finally re-enter Cambodia by getting an Ordinary Visa issued at the border.
1. Will the Cambodian officals let him leave without a valid Vietnam Visa?
2. If they do will they issue him with an Ordinary Visa?
3. Will it cost him an arm and a leg?
(I spend a lot of time listening to drunk non-English speaking foreigners - mostly Aussies and Americans.)

There is a list of nationalities that are allowed visa free entry into Vietnam, including most ASEAN countries, Japan and Korea and most of the Nordic countries (Finland, Sweden, Norway, Denmark) but if you are not on it the visa free entry to Ha Tien is over, yes. Cambodian immigration has this list on the window of the departure booth and they will NOT stamp you out if you aren't on it and don't have a visa for Vietnam.
I was not allowed exit Cambodia last time I turned up at that border without a visa about six months ago. I had been allowed out and in to Ha Tien around a year ago before the regulations changed. But this time they wouldn't stamp me out and back in, and offering money didn't help.

Thanks 'Blorg",that answers my question.
Now the reason for me to have to cross the border for an E visa is because 2 weeks ago arriving at PP airport,my E visa had run out by 3 days as I was late leaving Australia.Now the pricks at immigration took my entry form and my $25 and gave me a T visa.
So off to lovely Koh Kong.

They stamped me and a friend out of Cambodia at the HaTien border without a vietnamese visa once. This was when the SEZ visas were in place.
