On return, the child will be eligible for a K-Type visa in their foreign passport, just tick the appropriate box on the VOA application form and show proof of the kid having at least one Cambodian parent (birt cert, passport), this visa is also gratis.
Or, the kid could just depart and enter Cambodia on their Cambodian passport, and enter/depart other countries on their foreign passport.
I got an exit visa for my kid on his EU passport a couple of years ago, it was $25 from immigration, not difficult to get with the right documents. The K-visa on re-entry was very easy to get, and gratis.
A friend was visiting Europe recently and his kid has a Cambodian and EU passport too. A travel agent said they'd get him the exit visa for $125 (taking the piss or what?). He wasn't buying it so just used one passport to leave and the other to re-enter.
