I was chatting with a Japanese gentleman at the airport who claimed to assist the Cambodian water authority (on behalf of Japan government) with improving water infrastructure.
He told me Cambodia tap water is clean and safe to drink..... In theory!
When I asked him if he would drink out he said 'no'.

I tend to sleep in the nude. Which isn't a bad thing except for maybe on those long flights.

I am not paranoid about it and will certainly use it for brushing my teeth but I do try and avoid to drink it (I am not a cat).

This has been discussed quite a few times and you will get all sorts of answers. In theory yeah the water (collected directly from the very dirty Tonle Sap, Bassac and Mekong rivers) is safe after leaving the treatment facility. Obviously the catch is how safe is it by the time it gets through grimy Phnom Penh unscathed to your faucet? I dont drink the tap water, I buy the big jugs that are delivered to the door. But I've got no problem brushing teeth, making tea, coffee, shitty cup noodles or vigorous bum spraying with the tap water.
That being said I wouldn't trust a lot of the big bottled water companies that deliver. If they cant be arsed to clean the outside of the big bottles even for cosmetic reasons s half the time they are dusty and grimy then I cant imagine they do a great job cleaning the inside either. I suspect some of them even use tap water anyhow.
A friend of mine once said something like "Sure the water was safe while the Japanese were still running the Plant, I dont trust it because its the Khmer who are running"

No, the tap water in Phnom Penh is 2B water; boil it or buy it in a bottle.
Only place in SE Asia I drink straight from the tap is Singapore.

I run mine through a 5 stage water filter that sits under my sink. It has a separate tap for drinking water and is perfect.

I also had this same question. Is the water in Cambodia safe to drink? Or just stick to bottled water?

It is safe to drink - they don't just test it leaving the plant but also at many end user points round the city on a daily basis. The Phnom Penh Water Authority has had hundreds of millions of dollars pumped into it by the Japanese over the last 15 years, and they are still involved. They have won all sorts of regional awards for being a tight outfit, reducing leakage right down, and water quality. The very low leakage in Phnom Penh means the possibility of contamination through a hole in the pipe in low pressure areas is slim. I've had a couple of tours round the plant and it is as good as I've worked on in places like NZ and Australia, and they also have some top notch Khmer staff.
There is this paranoia about tap water in general that has been propagated by the bottled water industry over the last 20 years or so - but we should be far more cautious about the 20 litre bottles sold. Those "factories" generally take tap water, run it through a basic UV unit that is far too small for the volumes being treated, and put it into a dirty bottle that hasn't been disinfected since new. I tested water from 13 different bottled water companies once in another country and 12 of them failed WHO drinking water standards because the re-used bottles were full of bacteria, algae and in some cases, mosquito larvae.
Phnom Penh tap water quality is in the top 2 in Asia.

^ just bought my second 20L bottle today. No illness to be reported from my first 20L bottle. A bit of germs helps build immunity.
I boil water to make ice cubes.
I rinse vegetables in tap water (none of that vegetable soap).
I don't use any type of water to brush my teeth... according to dentists you shouldn't rinse after brushing, and I don't need to wet my toothbrush when I have saliva in my mouth.
