An ad in today's Cambodia Daily indicates that the Australian Department of Foreign Affairs is seeking, through the Asia Foundation, a consultant for 12 days work at a cost of $5,000 (....) to produce a manual 'that can be used anywhere should there be an interest' (.....) documenting how to "monitor TV channels and record incidents of IPV (emotional, sexual, physical....Intimate Partner Violence"
Aid was provided to Cambodia in the late 80's/90's to feed and clothe hungry children - now it is being used to teach people how to watch TV....
Also what priorities does the Australian Government show when it leaves refugees (including children) to rot on Nauru due to a lack of funds but yet has funds to teach Cambodians ('should there be an interest') how to watch TV????????

The Department of Foreign Affairs and Trade are supporting the Cambodian Department of Womens Affairs to help reduce violence towards women. The organisation doing the work on prevention of intimate partner violence is the Asia Foundation http://asiafoundation.org/ They use a number of strategies to attempt to achieve their objective. Seems ok to me. Who AusAid supports depends on the focus of the government in power. When I was working with AusAid in the 90's here the focus was on strengthening health service capacity. When Keating was in power I was involved with Aboriginal Health. That was the focus. When Tony Abbott was in power it was all about stop the boats For the record I had nothing to do with that

Earlier this year, The Asia Foundation conducted media monitoring research to examine VAW occurrences in the five largest national broadcasters in Cambodia: Bayon, CTN, Hang Meas, MyTV, and TV5 which, together, account for almost 80 percent of total viewership. The first six months into the research revealed that, across all the five channels monitored, 33 percent of aired programs from March to August 2016 contained scenes depicting VAW—either physical, sexual, or emotional. And, the research revealed that almost half of the drama programs aired on the five channels contained scenes depicting VAW.

Assuming Cambodians to be the most stupid people on earth and need foreigner write a manual to tell them how to watch TV, Australia chooses the latter. I see why the Aboriginals have decided that the only way they can live in present-day Australia is by getting bollox-eyed drunk all day every day.
