So there is a certain Sri Lankan guy who is coming to Cambodia to visit in a month. Before the ticket was purchased, I contacted the helpful folks at Cambodia E-Visa to determine what he needed to get a visa on arrival. Here's just a taste of the conflicting information I have gotten over the last week:
Source #1: Som Visal, Cambodia E-Visa Admin, via email:
He can apply on arrival visa but he has bring along with him travel permit from Sri Lanka Foreign Ministry or embassy, invitation letter from you, evidence of adequate finance. evidence of adequate finance means he needs to bring the case about US$500 in case the immigration ask him to show them.
Source #2: Leakahana, Cambodia E-Visa dept, via phone call:
If he has all the documents he can come as long as you meet him at the immigration counter with an inviation letter. Call my friend Visal to organize getting into the immigration counter.

Anyone coming from Sri Lanka could be a Tamil Tiger and has to fly first to Bangkok. They need to go to the Cambodian Embassy in Bangkok and get a visa there first.

Nationals from Afghanistan, Algeria, Arab Saudi, Bangladesh, Iran, Iraq, Pakistan, Sri Lanka and Sudan are not eligible for an e-visa.

I am a citizen of Sri Lanka. I wish to visit cambodia as a tourist for about a week in August. Am I able to obtain the Visa at the airport in Phnom Penh? I do not wish to arrive at the airport and encounter a problem. Thank you very much for your assistance

Thank you very much for your interest to visit Cambodia.
Please be inform that our Ministry of Foreign Affairs and International Cooperation @ www.mfaic.gov.kh has launched e-Visa which enables you to apply for a Cambodia travel visa online. Instead of applying through Cambodian Embassy, all you need is to complete the online application form and pay with your credit card. You will get your visa approved within 3 business days. Otherwise, you can apply it upon the arrival.
Source: gotprahok!!! Apparently a Sri Lankan national has to send the passport and documents to the Cambodian Embassy in New Delhi to get a visa before arriving.

**This** is the reply I got after asking what the process is for a Sri Lankan national to enter Cambodia and explaining who I am, where I live, etc:
Not able to have a entry visa apound arrival in Phnom Penh. Pls take the entry visa from the nearest Embassy where you are staying.
I am very close to losing my friggin mind. Anyone have any immigration connections or information to add to this mess?
