Given what the US did to this country, (and the region) their attitude is absolutely laughable.
Add to that the long list of dictators they were hand-in-glove with, and the militias they trained, legally-elected leaders they ousted or assassinated, apartheid-style regimes they collaborate/ed with...Jesus, N. Korea is in a better position to criticise.

Again...they do mega-business with the Saudis, the Russians, the Chinese, etc. and take no action regarding their abuses because those regimes have much to offer in trade, yet stick it to Cambodia, Sri Lanka and other third world countries and still pretend to have some moral compass. Exactly. Anyone calling this hypocrisy is, on the one hand, quite right, but on the other, rather naive, and missing the point. And possibly shut down some of the Chinese investment, a good chunk of which no doubt goes to oknea "consulting" fees etc, and furthers Chinese influence over that class.More than 60 percent of Cambodia’s garment factories are Chinese owned.

I'm sure one aspect of the preferred status was for euro fashion houses etc to be involved, not to offer a backdoor to China.
The "help develop Cambodia" is only a part, though it's the public face. But even for this, I'm sure the intent (however naive) was to encourage development while spreading good working conditions and practices etc, not to effectively subsidise Chinese-run sweatshops.
