32 US embassy staff fired for underage porn
I’m folding my tinfoil hat as I type this. I do not believe the story about a wife accidentally finding the chat and reporting it. That’s the nice way of saying that the FBI has access to American social media chats of embassy staff. Someone’s security clearance needed updating.

They’d easily be able to see Facebook was visited, but aren’t Facebook and Whatsap messages encrypted? At least that’s was Zuckerburg told Congress.

Yep. All internet usage on government electronic devices is monitored, and the internet can only be accessed through government-owned gateways. If you try to access non-approved websites, including social media and porn sites, you get a warning screen. If you then try to continue on, your local IT department is immediately notified and that employee's managers get calls. The traffic is encrypted but they hold the keys. To demonstrate it initiate a secret or whatever encrypted chat as they call it on Facebook Messenger. Login to Messenger with another device. The chats are synced and nicely decrypt, not just on the device that initiated the chat.
Normally encryption is applied for storage and transmission. It’s clear (to me) that when Facebook talks about encrypted chats they mean for transmission (TLS/SSL), but they’re still able to decrypt the storage.
Regarding promotions, I don’t know but I’m speculating...

At least it was low level staff, and not the ambassador themselves, like a few of ours (Australian) in the past...

Last year, six staffers at the US embassy in Kabul were fired for using or possessing drugs. The State Department confirmed it to the BBC:
Canada confirmed in 2017 that it fired a dozen staffers at its embassy in Haiti following an investigation of financial fraud.
Why is the embassy in Cambodia covering up the 32 pornography sharing firings instead of just confirming the firings, condemning the behavior, etc.?
The state department also confirmed that these six staffers were fired to AFP.The embassy said it took "seriously any incidents of misconduct by Department of State personnel and contractors".
"In this case six personnel who were found to have been using or in possession of prohibited substances were removed from their contracts and no longer work at the US embassy in Kabul."

The United States Embassy in Phnom Penh has fired 32 non-diplomatic staff members who were allegedly caught exchanging pornographic images and video, including of minors, according to the news agency Reuters.
Four sources, who spoke on condition of anonymity, told Reuters the content was shared in a Facebook Messenger group and that some of it featured people under the age of 18.

I question why the Americans have so many staff in such a small country. Black site? After all Thailand's cover was blown a few years ago. Imagine being a member of Isis and waking up in Cambodia with some Cambodian nonce asking you if you wanted a tuk tuk on a repeat for 18 hours a day with a wedding playing in the speakers. Yeah who needs white noise and highly paid psyops guys when you could just strap a terrorist to a red plastic chair and drive in around Phnom Penh in a tuk tuk from wedding to wedding. They'd soon be peaching to the peelers.
