Police check
A quick question,
I've been offered a new contract with a government employer in NZ who wants a criminal check from Cambodia as I lived there more than six months.
I need to find a fixer or - more likely - fly out next week to make it happen as it is a time critical process.
It was two years since I left. I don't have a lease or a copy of the agreement. I might not be able to track down my old landlord.
What should I do?

I have read in the past that you can authorise someone to do it on your behalf. I don't know if this is still true. I also can't remember the process to authorise someone. You can totally get someone reliable to do this for a reasonable price...and save 2hat must be close to $1000 on flights. Plus the checks don't happen instantly, so you would need to pay for one or two weeks of accommodation. I am not an expert. I may be wrong... But if you get to the next step and you don't know who to trust ...

You probably won't be able to get one as per this thread. I had the issue where I needed one for a job, landlord had registered the lease initially, but didn't extend it beyond the first six months. Sangkat would not supply the letter required for the Police Report no matter how hard the wife tried. There is no way you can get a quickie from Kim Luch ( although she does rate as a MILF )
There is an express 2 week application for extra $$
Last time we did one she fucked it up and it took months.
Cansata is correct. If you push hard enough on the things that are impossible, usually the a stat dec will suffice. Australian Govt will certainly allow this.

I had two friends go through this process a couple of months ago and it ended up being around four months before they got them. They kept being told "next week" and were not able to "expedite."
If the government is going to demand police checks from other countries as a job requirement then they need to get a better system themselves.

I had to do it here in Hanoi for my wife and I . Relatively efficient and cost $25 / 2 weeks.
Unfortunately we had to deal with the scowling northern yuon cunts at the govt offices who just LOVE khmers and white bastards.

So I'll find out tomorrow if my new employer will waive it in this instance. If not, I'll fly out in the weekend.
The good news? It's crazy - my old landlady still has the 2 year old lease. I don't think it's been registered with the sangkat though. Anyway, she scanned it and emailed it to, thumbprints and all.
Why spend $1k and accom fees on going myself? Well I don't know if the sangkat will let a representative get the residency letter on my behalf.
Also, I don't know anyone I trust to get this simple task done and the cost of failing is much higher than the cost of flying over.
A question - to register the lease, will the sangkat require the owner to be present? And will they accept a scan or only an original?

A question: is there any kind of official not linked with the MOJ who could sign a letter saying I have no record at all? Would it need to be notarised?
Yes....landlord will need to be present. Onus is actually on the landlord to register a rental lease at the sankgat. 99.9% don't because of the cost - which in theory is their cost but in practice you will pay. We paid $80 -$100 or so from memory.
You will need to square this away with your landlord because if you get there and they will not assist, you will have gone for nothing.

I always had to ask the landlord to do it & they all tweaked the contract to say it was less than $350 (I think) so they don’t have to pay tax on the rental income.
None of the landlords or landladies ever suggested/hinted that I should pay for it. They always covered the cost themselves.
Ricecakes did you pay 80-100 for the stamped lease or for the criminal check? The stamped lease should only cost a fraction of that - I’d be stunned if it cost >$10.
I know the sangkat certificate of residence in theory is free but custom is that most people will drop $2.5 to $5 for it.
Well i ten years of renting houses I never even knew there was such a thing as a Sangkat lease ! Never saw one or needed one. Never met anyone who had one ether.
It only became evident and required when we were started the Police check and had to get the Residency letter .
I am racking my brain. Perhaps the sangakt lease was cheap but we got stung on the residency letter. i think it was the lease because I am fairly sure from memory we offered to pay for the landlord to do it as if it wasn't for needing the lease for the clearance, she would never have had to do it. Certainly was not a stitch up by the landlord as she was honest and generous as the day is long.
the criminal check was $65 from memory and took a month. 2 weeks expedited was $80 i seem to recall.
clearly my memory is failing as i get older. what fekkin day is it again ??

First one they did the MOJ (Kim Luch ) would not accept as it was the wrong "format" .. In the end we had to get a pro forma from the MOJ and take it to the Sankgat who got more and more pissed off the more we "bothered " them
