Regarding unpaid work permits law
Am I correct in the understanding that if an individual with a valid visa but several years of unpaid work permits leaves the country and gets a new passport he will "reset" everything with no late WP fees and could actually even apply for a 6months looking for work visa?

If you exit and enter, even with the same passport, it will wipe off all back fees for a work permit. Anyone tells you otherwise is scamming you.

Yes. Just check with your agent/friend/ministry you intend to do it with to verify it before you do it. Easy peasy.
Just to be clear on it ... when you re enter you must come in on an ordinary visa, not the one you have that is still valid when you leave. No matter how much they insist, just explain that you want a different visa or some bullshit till they give you the ordinary visa.
Then, you can extend you visa with that ordinary visa and no back work permit fees, although you will need to get a new work permit.

That is not true. PSD Kiwi clearly said in a post that he renewed his passport and got an ordinary visa when he didn't need one in his new passport and the immigration officer stopped him and said, hey, youz gotz 3 months of drinkin money left on yer old visa, why you get new visa. Point is, he did with a new passport, but I am saying you can do it with your normal passport.
Just exit and enter on new ordinary visa. Then extend and no past work permit fees.

I think yes, but only if your EOS expired when you re-enter. Doing it all with a new passport will give a 100% success rate.
