It was possible to change your name when acquiring citizenship before, but as pointed out by another poster it turns out to be a PITA if you dont have a real reason to do it.
I have recently been told by two different but very well connected people who were able to do it before that it is impossible to do buy citizenship via the backdoor now. Things may change again after the election but who knows

I believe via the front door is still an option but is much more expensive and you have to satisfy the language requirements (unless you go via the charitable donation route). However I believe the originally referred to statement by HE looks like there may be reforms to these laws
If anyone has any more news I will be glad to hear it.

Any foreigner who owns and uses a Khmer national identity card or passport of the Kingdom of Cambodia without correct procedure shall be punished by imprisonment for five to ten years, according to Article 30 of the Draft Citizenship Law,
Article 31 states that any person who falsifies national identity cards or passports of the Kingdom of Cambodia shall be punished by imprisonment for five to ten years. It is also considered to be a fraudulent act of deleting, adding or damaging the information contained in Cambodian identity card or Passport of the Kingdom of Cambodia.
Article 32 states that anyone who falsely uses Khmer nationality identification card or passport of the Kingdom of Cambodia shall be subject to imprisonment of two to five years and a fine Around four million to ten million riel.
Article 33 states that the initiator of the complainant is liable for the offenses as stated in articles 30, 31, and 32 of this law, in accordance with the conditions as stated in Criminal Code.
Article 34 states that for individuals who commit offenses as stated in articles 30, 31 and 32 of this law, the court may pronounce one or more additional sentences as stated In Article 54 (Penalty Type) of the Penal Code.
Article 35 states that a legal entity may be declared liable to a criminal offense under the conditions laid down in Article 42 (Criminal Code of a Legal Entity) of the Penal Code of Offenses as stated in articles 30, 31 and 32 of this law. Legal entities shall be fined from ten million Riels to one hundred million Riels as well as one or more additional punishments as stated in Article 168 (additional sentences Applicable to legal entities) of the Penal Code.

Please note that the National Assembly approves the Draft Nationality Law by enacting 112 votes. The draft law is 10 chapters and divided into 38 articles. The decision was made at the National Assembly on May 31, 2018, with 112 members.

They'll give you the application form and list of required documents. There is no language or history test if applying via marriage.
Together with two copies of the application form you will need the following documents (one original, one copy):
1. Residence certificate (Sangkat)
2. Attitude certificate (Sangkat) (no idea what this is?
3. Spouses agreement letter (Sangkat + signed by two witnesses) (basically a star Dec saying your spouse supports your application)
4. Health certificate
5. Birth certificate (English)
6. Criminal background check (both from Ministry of Justice and your country)

8. Job certificate (Work Permit?)
9. Copy of passport & current Visa EOS

You have to submit your docs at the General Dept of Identification, use the entrance on the right (Nationality), go up to the second floor, turn right, turn left, it´s the second office at your right then). Don´t forget to dress appropriately, long trousers, collared shirt, shoes, otherwise the guard at the gate won´t let you in.
