I'm not sure I understand. You will see from my other posts that I think the Embassy were without blame in their actions.
The post you quoted addresses a different matter. Anyone can start a FB Messenger group and send images to the people in that group. What if it were you or me who received the images as a member of that chat group, through no fault of our own. We were passive recipients. We would cease to be passive recipients if we remained in the group after receiving the first images and we did nothing to bring the behaviour to the attention of the correct authorities.
Do you understand? One time event with images sent by some cesspit to a group of people....some of whom may be like minded and some who the sender may have 'got wrong' and have no interest in them and think them to be wrong. We don't have the details to know if this was a one off, nor do we know the timeframe between the images being distributed and action being taken, and, therefore if someone innocent has been caught up among the scum.
I spoke of it out of interest and recognition that innocent people can get caught up in shit....not as any statement against actions taken by the Embassy.

It was on work time on Embassy land. they were probably all logged onto the work wifi to save them paying $1 for a weekly plan. As I heard this was all passed around all of them. Considering the amount of crap Khmers share online it doesn't surprise me. Legally I guess yes it is US Land, they may be on Khmer Contracts under Cambodia Labor Law but I'm sure everyone signed the relevant child protection and use of computer policies so they were no doubt contractually correct to immediately terminate their contracts.

I've always been on the "fuck these guys" side. I don't understand how these muppets don't get it either. Checking out even ordinary porn on company time is a fire-able offense with many companies. Who the hell shares porn with their colleagues either? If I got sent even vanilla porn by someone I worked with I'd go straight around to tell them to stop that shit. There are some funny vids out there that may have obscene content but this is way beyond that. Using the company's equipment to share kiddy porn is appalling and also incredibly stupid. Parading around Wat Phnom with signs saying it wasn't fair that you got fired for sharing kiddy porn is just beyond my comprehension. Like Tombraider said, none of them complained at the time of "sharing".

I just talked with a former guard that knows most of those fired. First off, he said they broke the rules and deserved to be fired. He said that they were not embassy phones, and not even on embassy wifi, but did share the video during the day. Apparently they had the group, but then someone sent it to an American staff, and that's how the investigation got started. Some of the 32 are arguing that they were just in the group, but didn't view anything. It seems that a few are really upset because they had been there 18 or more years, and at 20 years you can move to the U.S., so there goes that plan.

I did send a FOIA request to the State Department in early May. Believe it or not, responsive documents have started to roll in, roughly 18 months earlier than I would have anticipated.
