I've heard rumors that drivers licenses could be renewed there even for barangs.
Anyone know if that is true ?
Yes. Perfectly true.
My friend from western Sydney on a tourist visa very recently, only four weeks ago, renewed his existing Cambodian Driving licence there, no questions about residential address or other documents required and tells me that not only can you renew existing licences there but that there is also a dedicated foreigners desk. Whole process, including being photographed, took between 10 to 15 minutes maximum and cost him $10 for a one year validity - maximum they will grant without you sitting the Cambodian driving tests - licence.
I was supposed to renew my expired licence there last week but ran out of time to do so as Aeon Mall 2 is so far from where I usually stay but I've since learned that public bus number 2 runs a service between Aeon Mall 1 and Aeon Mall 2 and vice versa which, for a fare of KHR1,500. sound best option for me. Can anyone confirm this?

Bus #2 is the line to take, but it runs on Norodom, not Sothearos where Aeon 1 is. Go west young man.

If the bus is full, do not give your seat to pregnant women, the elderly, or physically handicapped. It doesn't seem to be the custom here, and you'll only make many young people lose face.

Last time I applied to have my Cambo licence renewed, they quoted $40, 4 passport pics and come back next week. - Visa needs to be valid for at least another 15 days, preferable 30 days. No complain, it was a fresh airport Visa (Ordinary).
- Home drivers license to be shown in original, remaining validoty for at least the 1 year of the Cambodian drivers license.
- Passport, with the suggestion it should be valid for the same minimal period.
- No pictures needed (though I suggest to bring some anyway).
- No health declaration or investigation.
- No sangkat documents needed.
- I did not ask for the costs.
And I forgot to ask, whether it would be possible to get a second (A) drivers license on the same conditions.
Really helpful people. I got attention of 3 staff, all very willing to help.
There is a health-check centre at the same location.
For those going there: It's on the 2F, above the supermarket/food court side, at the far "right" end, just around the corner of the Japanese (looking) restaurant.

I renewed 2 mths ago and only had 11 days validity left on my home licence PLUS my khmer licence had already expired 2 mths...no problem..
The khmer licence was for car only and I asked this time to include moto for >125cc (my home licence has unlimited cc moto too) and they said OK. I was expecting 2 separate licences coz I recall reading someone had that on another thread however it came back as the B licence with car with the special conditions box annotated for moto. I queried that and they assured me it was good for moto over 125cc so I don't know if that is right or not..after all it is Cambodia

Sounds good. From my side, I can only repeat, what they told me. I did not bring my home license, so was out of "push on" anyway. Might be a combination of all items I needed to show being on the verge of expiring
The piggy back of the A on B license sounds good. Let me try that next time too. My kids would be very exited, when I would show up with a "big" motobike, despite how useless that thing would be in busy Phnom Penh traffic.

Just renewed my A and B licences, and combined them onto the one at Aeon 2. Took 15 minutes. I was the second of the day at 9:30am. No one else around.
40,000៛ for health check and licence. Take riel, the change girl at the Smart Luy desk isn't great at maths.
No photos required, they take a new photo.
Photocopies of passport if page, current visa, and foreign licence required for renewal. They have photocopy service there for 500៛ per document.
The document says to convert a foriegn licence from scratch you will need a residency certificate, but they didn't ask for it for renewal. Address changes not possible without residency cert.

Correct. Even the new 10 year afaik. If they can renew in 15 minutes like they did yesterday then they can make it out of banana leaf for all I care.
The QR code is supposed to prevent them being copied. Not sure it the cops ever scan them tho.

Mine is the same with the small exception that I have គ in the conditions box (ie without the '-A'). I recall that they had to explain to me the khmer meant 'A' and even got my GF to confirm so they must have realised it was better to add the -A to avoid future hassle. Good to know I'm all good for >125 cc then.
