Buying second hand moto. Your name.
I'm looking at buying a second hand scooter and I'm hearing westerners can no longer buy and change rego cards to their name etc? What insanity is this? What is everyone now doing when they buy secondhand? Just taking the card from the owner? How do you prove ownership? Cross borders etc?

I gather you mean that's all everyone now gets from seller but not possible to convert the rego card to your own name. This used to be possibly from memory?

What part of buying second hand didn't you understand? I'm being told it's now NOT possible. Period.
Because most imported bikes are second hand.

If they're second hand but freshly imported and never been plated in Cambodia before.. They are considered new. Once plated and onsold.. They are then secondhand in Cambodia per se and the rego card apparently cannot be Transferred as it could previously I believe.
Anyways.. I'll wait for someone who actually has A clue to clear the situation currently.

You can't, as stated above. Either you get a new bike and register it in your name, or you buy second-hand from someone who didn't plate it yet and still has the import tax papers. Those are your two options. End of. Stop asking about logic or whatever.
Lexus is correct, and you can't even bung someone to make it happen at this time, annoyingly.
The major pain is that you can't cross a border without the person in whose name it is registered with you.
The major stupidity is that you could plough into a group of school kids, jump up, run to the airport and fark off and the cops would go and arrest the previous owner.

Foreigners cannot transfer existing registration to themselves.
Foreigners can register a bike that hasn't been registered.
If you want your face on the card, buy new or from the warehouses around Tuek L'ak 3.
