Cambodian population to reach 17.5 mln by 2025
Cambodia's Prime Minister Hun Sen said Friday that his country's population will reach 17.5 million by 2025 citing the average birth rate at 1.54 percent per year.
In an open message to the World Population Day, Hun Sen said the Cambodian populations were recorded at 13.4 million in 2008 to about 14.3 million by July 2010.
He said with the capacity of having 3 to 4 children in one family and with an average birth rate of 1.54 percent per year, the country's populations will "reach 17.5 million by 2025".
He said women have played an important role in Cambodia's society and their roles have been elevated through the rectangular strategy set out by his government and their education was also recorded high.
Hun Sen said that literary rate among women at their ages of 15 and above was recorded having basic education from primary to graduate level was increased from 57 percent in 1998 to 71 percent in 2008.
Also, at the same time, women have been integrated and posted in the government cabinet, parliaments as well as other governmental institutions.
Cambodia holds it population census every 10 years and since 1993, Cambodia has held twice, one in 1998 showing 11,437,656 with 5.5 millions as males and 5.9 millions as females, and the second was in 2008 showed the populations increased to 13,388,910 with 6.5 millions as males and 6.9 millions as females.

I'm pretty certain that the population of Phnom Penh is closer to 4 million than the estimated 2 million.

Population
Cambodia’s total population was estimated by the United Nations Population Fund at 15.8 million in 2016,1 with annual population growth of 1.6 percent. The last formal census was carried out in 2008. The next is scheduled for 2019.
Some key statistics:2
78 percent of the population live in rural areas
Two-thirds of the population are working age (15–64), around 29 percent younger than 15 and around 5 percent 65 and older
The average age at marriage is 23.7 years for women and 26.2 years for men; both are marrying later in life than in previous years.
Life expectancy at birth is 67 for men and 71 for women.
Censuses
There are three categories of census conducted by the National Institute of Statistics of the Ministry of Planning, in cooperation with relevant institutions:3
Population census, which covers the population of the whole country
Agricultural census, which covers agricultural statistics of the whole country
Economic census, which covers establishments of businesses and enterprises in the whole country
The Statistics Law of Cambodia governs everything to do with conducting censuses. Censuses must be conducted at least once every ten years, with inter-censal surveys to facilitate annual updates of census data. This provides accurate and reliable economic and social statistics for government policy makers and other users.
General Cambodia Population Census surveys were conducted in 19984 and in 20085 with financial and technical assistance from the United Nations Population Fund (UNFPA) and Japan International Cooperation Agency (JICA). These censuses recorded:
total population
growth rates
population density
total fertility
infant and maternal mortality rates
literate population
age structure
mother tongue language
ethnic groups
religion
disability
other data.
Censuses are carried out through house-to-house visits over a ten-day period. Everyone staying in Cambodia at census time is counted, including foreigners, although foreign diplomatic corps and their families are excluded. Census results are produced in hard and copy, and also made available through the National Institute of Statistics’ website.
The next census would normally be due for 2018, but because there is a general election in 2018, the census has been moved to March 2019.6 The census budget will be $8 million, and 47,000 officials are expected to collect and compile data over a 13 days period.7 The government expects to find a population of about 16 million people.
Population trends
Like other fast developing countries, Cambodia’s growing population is adding more demand to aging and/or inadequate infrastructure, and also adding to the pressure around land issues. In addition, while the majority of the population still live in rural areas, there is an increasing trend towards urbanization, as the country changes from an agrarian-based to a service- and production-based economy.

While Cambodia has had a notably young population since age statistics started to be recorded again in the 1990s following years of civil war, data show an upward trend in life expectancy, which should also continue to lift the median age of the population.

I was thinking the disparity would mainly be among the middle-aged or elderly. I'm not sure that there's a huge gender imbalance in those going abroad to work, women make up perhaps 40%.

There are a banners put up in front of community halls and schools in Khmer language in Kandal and Phnom Penh. They got the UNFPA logo on them. I thought these banners were announcing this year's census? I asked someone to translate and was told something along the lines of "it is announcing that they will count families"
Vlad's estimate of the PP population is close to the mark. When I came here in 2004, the population was officially 1.5 million. Having been involved in mapping all of the major cities of the Philippines, I estimated it was more like 2 million and told that to my Geography classes. A few months later, the PP Governor confirmed that it was indeed 2 million.
In 2017, City Hall announced the population would hit 3 million by the end of the year. The reasons for the disparity are simple. A large proportion of the populace, such as garment workers, tuk-tuk drivers and many others are still registered as living in their home provinces. The mass exodus of people to vote in their provinces on Election Day confirms this. Add the illegal Vietnamese immigrants and it all makes sense.
The situation is the same throughout the region. I laugh when I hear news reports that Manila's population is 11 or 12 million. It was over 16 million when I left there in 2002 and is now well in excess of 20. The same applies to Bangkok, Ho Chi Minh and Jakarta. Census figures are hopelessly unreliable in SE Asia.
