I have a meniscal cartilage tear that keeps locking my knee up, and need a keyhole arthroscopy procedure to try to fix it.
I have generally had good experiences at the Royal Phnom Penh Hospital so far, but would appreciate any feedback on their orthopaedic surgeon(s) - or any other suggestions.

Fuck me, the country must have changed if people are actually considering having surgery in Cambodia other than dental!

You can get good dental work done here inexpensively, and it's also great for cornea surgery. Otherwise there are much better and reliable choices, if you are on a low budget India is your best choice.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
I also had a lateral meniscus tear as diagnosed by Royal PP (via Thailand, they send off the MRI scan for review). The options were to leave it alone for 6 months, or have surgery in Thailand, and leave it for 6 months - such surgery in PP was not an option (only a year ago).
I left it alone for six months - now I'm back playing football & hitting legs in the gym just like before. Have a bit of a Google/Youtube on meniscus tears and you'll find a bunch of useful stuff that also highlights that only in rare cases does surgery on the meniscus make any difference; the part that has blood supply, much of it doesn't and just contains nerves that hurt for a while. All cases different of course, but the useless guy at Royal PP pretty much insisted I have surgery even despite agreeing that my tear was in a non-reparable area. Twatflannel. Beware that berk, and get a second opinion, probably in another country.

Mine doesn't hurt; it just intermittently - but worryingly frequently - stops me being able to use my leg at all. So, it definitely does need surgery. But I'm not optimistic about the results. I had one done on a similar problem 30 years ago in the UK, and it didn't work! But luckily that one only recurs very, very rarely, and is fairly easy to get back into place. The new one often leaves me crippled for hours at a time, while I try to over-extend the knee sideways to pop the loose piece of cartilage back inside the joint.

I am more dubious about the other suggestions. Vietnam, in my experience, is just as dodgy as here. And Singapore is too freaking expensive. And I don't much like Bangkok; would rather find an anywhere-but-there option. India might be worth looking into.

Vietnam in my experience is night and better than Cambodia in both medical and dental. Would you care to elaborate on your experience there? Where and when did this occur?
