The first form is correct, afaik. Present Simple used to indicate an opportunity in the past.
The second form implies that an opportunity arose to change things before the event. I think, but uses the Present Perfect.
Both are acceptable, I think.

The first sentence is okay if you wish to express an option thus:
I am now looking back on a past event. Looking back, what would I now like to change about it?
Your second option would be okay if you wished to express this option:
I am now looking back on a past event. Looking back, if I had had this opportunity to have done it differently, what would I have changed beforehand?

The first would be a 'second conditional' and the second would be a 'third conditional'.
The classical forms of the 4 main types are:
‘Zero Conditionals’
If you heat water to 100 degrees Celsius, it boils..
‘First Conditionals’
If he tries harder, he will pass his test.
‘Second Conditionals’
If this forum were less tolerant of abuse, it might attract more posters.
Third Conditionals’
If I had responded sooner, vlad might have been cheesed off that I addressed a problem particularly addressed to his good self.
There's also a 'mixed conditional':
If I had gone to bed earlier, I wouldn't now be running late.

Strange, that has been my observation as well. Okay, I'd say "many", not "most", but still. Considering that meth in its early days used to be called "Panzerschokolade" in the German army, because it was used to keep the crews that manned tanks awake for long periods of time, maybe it should now be called "TEFLers' cookies".
