I'm thinking about extending my tech business into Cambodia, to cynically exploit the wage differential and compensate by training up fresh young graduates and paying for relevant foreign qualifications.
Can anyone offer any generic advice about this?
Questions like, what are salary expectations for people in the western provinces?
Where would you advertise? Can you just go into a uni and ask to put a poster up or e-mail around?
What can you realistically expect from fresh graduates in terms of work ethic and commitment/loyalty?

Did you really use the words "work ethics" and "loyalty" in relation to a Cambodian working environment ?
