Does the FBI bribe police to arrest Americans, and also pay APLE Director Seila Samleang as a confidential informant?

Is it a problem if he's supplying information to catch paedos? Because surely that's what he's doing, yes? I also suspect that his mandate includes cooperating with any law-enforcement agency, local or foreign, in the pursuit of his job goals.
How could it be a problem?
If the FBI are using him to catch paedos, good for them, hopefully it will result in kids being more protected.

Do you even bother to read the article? It raises such questions as:
- Is Mr. Seila acting true to APLE’s overall mission, or is he disproportionately directing APLE’s resources towards targeting Americans, because he personally gets cash bonuses from the FBI when an American is arrested?
- Mr. Seila says that APLE’s relationship with the FBI is similar to its relationships with other law enforcement agencies. Does that mean that other foreign governments also pay Mr. Seila when APLE investigations lead to the arrest of their citizens?
- Why are these FBI payments even necessary? It’s presumably Mr. Seila’s job as APLE’s Director to investigate pedophiles and cooperate with law enforcement agencies who seek to prosecute them.
- What does Mr. Seila do differently when the FBI promises or pays him $5,000?
- If the FBI didn’t pay Mr. Seila thousands of dollars, would he withhold APLE’s cooperation in investigating Americans who might prey on Cambodian children?
- APLE provides a list of donors on its website, and the FBI is not on that list. Assuming this is indeed a “side hustle” by Mr. Seila, where he just lines his pockets with the FBI’s money whenever APLE assists in arresting an American, is APLE’s Board of Directors aware of this?

I’m surprised GavinMac made no reference to the Foreign Corrupt Practices Act (FCPA), “which prohibits companies and their individual officers from influencing foreign officials with any personal payments or rewards. The FCPA applies to any person who has a certain degree of connection to the United States and engages in corrupt practices abroad, as well as to U.S. businesses, foreign corporations trading securities in the U.S., American nationals, citizens, and residents acting in furtherance of a foreign corrupt practice, whether or not they are physically present in the U.S. This is considered the nationality principle of the Act. Any individuals involved in these activities may face prison time.”

You didn’t quote from it in your original post, you went back and edited the post while I was making mine.
You then quoted from a different section of the post than you were commenting on, and seem to have mixed the two sections up.

It sounds like vladimir has no problem at all with officials from a rich country like the USA bribing poorer foreigners to get shit done, as long as he agrees with whatever it is the Americans are trying to get done.
I happen to think bribing police officers to arrest people is wrong, without having to ask "Well, bribing police to arrest whom, is it someone I don't like?"

We've had people on here defending self-confessed drug-dealers and extortionists/kidnappers because they faced justice in the past, but worrying about whether a Cambodian citizen was paid to achieve the arrest of a paedo is a bit dumb.
Consider it a form of assistance. In addition, Cambodian police do not have the resources the US has, so they may need funding to investigate people. It's really up to the NGO Board and the Cambodian government, I would say?
Kids get shot dead in Gaza, people dying because of authoritarian govts, people get bombed all over the Middle East in extra-judicial killings, but a paedo gets arrested and we get outrage. I don't get it. I agree it's not 100% kosher, but do you really care so much about the guy?

No outrage from me. Do the crime and get taken down hard. Couldn't care less how or why they caught this one or that one. Get 'em all. The next nonce wannabe just might think twice.
What happens if they run out of real pedos to nab but Mr Plod still needs the bribes to fund the enhanced life style to which he has become accustomed? Would there not exist an incentive to 'create' some new pedos?
