No, it looked like the necklace might be choking him, so the cop removed it before violently shaking the guy to wake him up. Standard Khmer first aid.
Or maybe he removed it so that no bypassers or paramedics could steal it. Maybe he gave it to the victim's family.
I don't think the photo is that incriminating.

Very true; the photo doesn't prove a thing. It's also a pretty sensationalist caption to say that he "pockets" the necklace in the photo. He's just taking it off in full view of a paramedic and cameraman.
It would be interesting though if the PP Post follows up with a police representative and asks them what happened to the necklace or follows up with the victim's family to see if it was in fact "pocketed."

I don't think the Govt can do anything about this kind of theft, it's a cultural thing. And if the Govt did tell people to stop stealing, it would be the hypocritical statement of the century.
The problem with theft in Cambodia is that it has become acceptable. People justify it for this reason or that reason. Once it becomes acceptable for any reason, it's then a case of "the thin edge of the wedge".
